Generally speaking, yes they are legal, as long as they are 25 years of age or older. All cars imported must be at least 21 years of age to be exempt from EPA regulations and 25 years of age to be exempt from FMVSS regulations. Additionally, if you are a buyer outside of Arizona it is a good idea to confirm with your local state department of motor vehicles. A few states have special requirements.
Yes! JDM Imports has had good luck with Lightstream, but many enthusiasts choose Woodside Credit and Collector Car Lending. Rates are often close to or better than those for a typical used car. Local credit unions can frequently offer personal loans, and alternative means of financing, such as utilizing a HELOC, are often a solution. USAA and Navy Federal can be good choices for veterans.
Any of the collectible car insurance companies are generally happy to assist you. Many traditional insurance carriers can also provide coverage, but collector insurance is almost always far less expensive if you qualify. Some great companies include American Modern, Hagerty, State Farm, Grundy, Progressive, and Geico.
There is only one exception to the 25-year rule and that is the Show or Display rule - very few cars are permitted to enter under the Show or Display statutory amendment.
